Simplify and cleanup annotation type comparison based on the
OpenApi\\Annotations\\root annotation.All rules and logic around nesting are based on annotation class names in the
OpenApi\\Annotations\\namespace which means attribute and other derived annotation classes need to be reduced to their root annotations in order to evaluate those rules.Fixes the main aspect of #1416
