Closing #413, #414 and #415

This PR fixes/adds/changes/removes

1. Bump Az.Resources from 4.2.0 to 4.3.0 #414
2. Bump Az.Accounts from 2.5.1 to 2.5.2 #413
3. Changed jq template for policyDefinitions and policySetDefinitions to include relevant metadata (Categories and Versions are not exported. #415)
