Have to wait for this to be resolved bazelbuild/bazel#3780, otherwise, the deploy script may deploy binaries built for the wrong platform. Otherwise, we will need to refactor the method in which we select a compiler toolchain. |

Steal downloader rule from 971. It should be able to accept a list of cc_binary and py_binary rules, write the start script, and then deploy them to the Roborio.
