Feat: add global config for backend

I think the current config struct is bad, but I can't come out with another solution.
Maybe later, I will figure it out.

Feat: add config thunk for redux

This is my Redux-Thunk first try.
It seems like useQuery in useEffect, but redux generates more types for it.
