Purpose of change
My removal of wheel-fastening (tire iron) quality from the regular wrench in #51936 affected a lot of smaller vehicles, in particular bicycles were needing a tire iron to change their wheels.
Describe the solution
Allow any tool with WRENCH 2 quality to change bicycle wheels. Same for the wheelbarrow, 10-inch, and small rail wheels.
Reduce to WRENCH 1 the requirements for changing scooter, tricycle, and caster wheels. This makes smaller wrenches somewhat more useful, especially early-game.
Reduce the "mechanics" skill requirement for shopping cart casters from 2 to 0. Same for small rail wheels.
