Purpose of change

Flour spawns were not updated to match the changes made in (#27542) which inflates numbers that relate to flour. This PR is meant to make flour found in the world to be of reasonable amounts again.

Describe the solution

1. Split flour spawn into 2 lb paper bags and 5 lb plastic bags, with the larger bag more commonly found in commercial spawns.
2. Change flour container to bag_paper_powder to match the more recent bread flour addition (Add brown bread and bread flour with container #45576)

Describe alternatives you've considered

Only increase the charge amount of flour, and changing the relevant item stats

More dry food spawns will be audited after Korg comes back from the grocery store
