Add a QC check to balsamic.

• Extract specific QC metrics and add them to a JSON file, discerning between sequencing type (pydantic model / build-in parameters). Addressed in feat: QC metrics extraction and validation #754.
• Save the JSON file of the summarised QC metrics. Addressed in feat: QC metrics extraction and validation #754.
• Validate QC metrics. Addressed in feat: QC metrics extraction and validation #754.
• Raise an Error if QC failed (feat: handling QC metrics validation error #783).
• BED specific QC parameters (feat: Panel bed specific conditions #800).
• Identify the QC metrics and conditions to be extracted. Currently retrieving the metrics specified in the 2046 AM document. Linked issue: https://github.com/Clinical-Genomics/project-planning/issues/338
• Merge the metrics delivery for vogue workflow (addressed in Generate metrics delivery YAML for Vogue #798) and the one implemented in this issue. Linked issue: Merge QC metric workflows: yaml file for Vogue & json file for QC validation #826.
