Partially reverts #29790
revert only optimistic receipt errors, and keep other changes to prevent crash for the users who already tested this feature on staging

1. Navigate to staging.new.expensify.com.
2. Go offline.
3. Go to workspace chat > + > Request money.
4. Go to Distance.
5. Enter vague addresses - SF for Start and LA for Finish point.
6. Create the Distance expense.
7. Go online.
8. Verify that the error message is "Unexpected error requesting money, please try again later"

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
