RCA: styles.pb3 was previously put outside of the isMoreContentShown causing the header to always have a padding no matter whether there is any thing shows below it.

The solution is to only add padding when isMoreContentShown. Moreover, the buttons inside the View are all included in the isMoreContentShown check:
