Make CheckboxWithLabel work with Form if shouldSaveDraft=false

Converts CheckboxWithLabel to a class component.
Updates Form stories to test not saving a draft value.

Tests

1. Run npm run storybook
2. Verify that the checkbox can be checked and unchecked.
3. In App, navigate to Settings > Payments > Add payment method > Debit card.
4. Verify that the checkbox can be checked and unchecked.
5. Do the same for the checkboxes in Settings > Profile > Set my timezone automatically.
