Description

The process of manually extracting commits and deploying releases is very time consuming. In addition, it does not provide binaries for each release. Therefore, the purpose of this PR is to provide compiled binaries for all OS-ARCH combinations officially supported by the LBM-SDK and to automate the generation of release notes.

Limitations: our current wasmvm does not support static build for arm64 arch (musl-based). so this PR only support linux/amd64 binary

Motivation and context

How has this been tested?

We found that our aarch64 static lib doesn't work when we test static build with CI. After that, we checked that wasmd works well both arch(amd64/aarch64). So we need to fix this issue in another PR.
