Don't lint while rebasing

Description
When you rebase a branch, git applies all of the commits one by one, with each of those commits triggering the linting hook. That means that instead of rebases being quick like they are in other projects, they take
normal rebase duration + number of commits * (slow lefthook startup + slow eslint duration). This pull request fixes this by telling lefthook to not run the linting hook while rebasing which speeds up rebasing quite a bit.Testing
rebasing another branch on top of this one works alright for testing.
