@Hixie: The units for these rates are in 10000ths of a gallon per second.

Operating mode 11 is actually "machine control only" mode, not an invalid connection.

Convert fill and drain rates to SI units.

resetCount is actually the count of power cycles. Also added support
for tracking uptime and boot times in the log.
