Add a Properties field to ApigeeOrganization

This PR fixes hashicorp/terraform-provider-google#10083 by adding a Properties field to ApigeeOrganization.

I've ran the TestAccApigeeOrganization_apigeeOrganizationCloudBasicTestExample acceptance test you updated and it both passes and I can see the new fields in use. I just updated the release note in the PR description but otherwise this is good to go
