We need a mechanism for configuring certain IP patterns as exempt from rate limiting, separately from using keys to track usage by consumer.

Create a new model/table called exemptions structured and used similarly to the bans model/table, and then apply it to have the same effect that #83 implemented for requests associated with exempt keys

Clone the Bans section to create a similar editing UI
