Some of the latin letters: ǎǒǐǔǖǘǚǜ
They are not supported and are shown in tofus.

What languages using thees symbols?

They're used in Mandarin Pinyin.

Yes. Normally we don't use pinyins when writing code, but some people feel uncomfortable.
