Automated processing of forecasts available in external repositories

We have processing scripts in place to incorporate forecasts made available by teams in their own repositories (this concerns the teams LANL, Imperial, UCLA and Geneva). These have either been adapted from the US COVID-19 Forecast Hub or written by the Hub team in the early phase of this project. Some clarifying remarks on these procedures:
- All additions of forecast data, including those done via automated processing scripts, need to add their files to the main branch via a pull request. No direct pushing of forecast data to the main branch is allowed. Otherwise the automated format checks are not triggered and we cannot ensure the correct functioning of the platform.
- We keep using the scripts we already have in place, but due to time constraints will only add new processing scripts in truly exceptional cases. New teams are strongly encouraged to submit files in our standardized forecasts via PR from a fork (any automation needs to take place outside the KITmetricslab/covid19-forecast-hub-de repository).
