Ocean obs prep ctest now processes ssts on 20180415

The ctest for JGLOBAL_PREP_OCEAN_OBS runs on cycle 2018-04-15-12 like the rest of the g-w task ctests, and processes Metop B GHRSST using the GHRSST IODA converter, and puts them in the appropriate ROTDIR obs directory for later use.
