What is wrong?

The amount of memory that can be reserved on Orion and Hercules appears to have decreased as jobs using mem_node_max are not getting submitted via rocoto.

What should have happened?

mem_node_max should be updated and confirmed.

What machines are impacted?

Orion, Hercules

What global-workflow hash are you using?

ff38f83

Steps to reproduce

Run a gdasprep or gfsprep job on Orion or Hercules with the above hash.

Found during testing of #2895.
