[FEA] Remove workaround for array_join #11422

Is your feature request related to a problem? Please describe.
#11420 put in the array_join operator, but it included a workaround for

rapidsai/cudf#12766

When that is fixed we should remove the workaround and set whatever flags we need to not have the odd behavior that we need to work around.

This should reduce the total memory and computation footprint.
