VSbuild: always build Registry as release x64 #2116

Feature or improvement description
Newer VS and compiler installs may not install all the Win32 libraries by default. Since the Registry can be built either as x64 or Win32, there is no reason not to set this to always x64 for all build configurations.

Also updated some VS solution versions to 16 from older versions.

Impacted areas of the software
Visual Studio builds involving the registry only.
