0.1 • Initial tools

Starting this repo off with desync, onMainActor, resync, DispatchSemaphore.default, and Task.sleep(seconds:).

Marked as pre-release 0.1.0 simply because I want to try it in production for a bit before declaring it stable enough to be 1.0.0. Likely won't make any changes before that tho TBH
