Updated scene texture to display. If pBounds is NULL the entire texture will be used.

OpenGL dirty state:
    glBindTexture

virtual EVRCompositorError Submit( EVREye eEye, Texture_t* pTexture, VRTextureBounds_t* pBounds = 0, EVRSubmitFlags nSubmitFlags = Submit_Default ) = 0;
