Docs: Switch doc file name, confusion with publishing

Description

The Create a Block tutorial used a file name block-attributes.md that is causing confusion with the publishing of documents and the existing file with the same name in the developer section. This PR changes the name to use just attributes.md.

I've concerns if documents must all have a unique name to publish.
