I've rebased this to resolve a minor conflict and will merge once the e2es pass. Backport labels have also been added to get this into the next beta. |

Just noting that there's a flaky E2E test failing in I'll move ahead with merging despite that, as this PR definitely doesn't introduce the issue and it will unblock some follow-up work. |
