Dirty fix for fallback map tile patch loading #446

This fixes loading patch data when you are in Felucca.

Additional comment: The [RunUO] server is telling us to use map 1 when I spawn in New Haven and the wrong patch data is used, apparently.

Hey @hifi ! Thanks for finding this. I think the fix necessary to address this issue is going to be much larger than a single line of code. I'm closing this PR and opening issue #447 to track the status of the fix.
