[Mod] Turn Nayru's Love into Roc's Feather #16

I've recreated Roc's Feather from the romhack called Indigo so full props to the creator of that romhack for the idea. It can be used in the air, but only once until you touch the ground again.

To toggle it, you can find it in the Enhancements menu under "Gameplay -> Items -> Turn Nayru's Love into Roc's Feater"

Thanks for the other people working on Retro, I also made a texture replacement for Nayru's for anyone that wants it, which looks like this:

To use the texture, just drop the contents of the following zip file into the root folder of your SoH install:
rocs_feather_textures.zip

I'll try and keep this up to date with updates from the develop branch, but if something is missing, please ping me on discord and ask me to update this branch.
