Grep the configuration by the ConfigOB

Since there is a ConfigOB that exists now, we should use it to fetch the createCandidates setting (or other settings). This could be done at a later stage though and would in fact constitue a good starting point for someone who wants to start "Moosing" around. :)

All config settings that are strings are now queried via the ConfigOB.

Left to do:

• Config settings that come as a single text or drop down entry ([Moose] ConfigOB - more config options available via ConfigOB #466)
• Config settings that returns boolean values
• Config settings that return arrays Refactor remaining array configs to use ConfigOB instead of the DBI library #770
