The managed Postgres DBs often kill the connection after some time of inactivity, so if you are using Airflow with those you need to configure keepalives. This PR adds description on how to do it. See apache#18846

The PR is likely ready to be merged. No tests are needed as no important environment files, nor python files were modified by it.
