fix(helm): Add fullname prefix to init job

SUMMARY

Include the release name in the init db hook Job and Pod.

Before (without my-release- prefix) and after (with my-release- prefix) for Job and its child Pod resources:

helm dep update # this might not be needed, or might need to be done in the apache/superset/helm/superset directory

helm upgrade --install my-release ~/dev/github.com/apache/superset/helm/superset --namespace default

• Has associated issue: Fixes Helm hook job doesn't include the release name #24219
• Required feature flags:
• Changes UI
• Includes DB Migration (follow approval process in SIP-59)
  • Migration is atomic, supports rollback & is backwards-compatible
  • Confirm DB migration upgrade and downgrade tested
  • Runtime estimates and downtime expectations provided
