This was originally removed because it can sometimes cause rate limiting errors (see Error: You have exceeded a secondary rate limit. Please wait a few minutes before you try again. JasonEtco/create-an-issue#142) but it's easier to re-run the job if it fails this way than to manage rapidly proliferating issues on each failure.Closes #88
