[fix] Replace Velodyne Autoware's fork with ros-drivers's fork #545

Fix

Replace Autoware's fork stored inside the sensing module as a sub tree, with official ros-drivers package, which now supports all the sensors covered by our fork.

@amc-nu Diagnostic function we want is already included in upstream velodyne repository, so I completely agree to remove subtree. Good job.
