Description of your changes

This PR changes the publish settings of the Idempotency utility to make it public (see change in packages/idempotency/package.json) as well as update the script executed when bundling so that the utility is marked with the -beta suffix.

Given that we haven't yet modified the make-release workflow to increment the version in packages/commons/src/version.ts, this PR also manually bumps the version (I ran npx lerna version --conventional-commits --force-publish --no-push --no-git-tag-version --no-commit-hooks locally to see what is going to be the next version - 1.11.1).
