docs(internal): update AWS SDK links to new docs #1597

Description of your changes

This PR updates the links to the new documentation structure of the AWS SDK for JavaScript v3. The links present in the docs were pointing to the old docs like described in the linked issue. The PR updated all the relevant links I could find.

The PR also updates the title of the Idempotency section related to the SDK to remove the mention to boto.
