[UTOPIA-1116] disable add button on empty comment

Description

This PR includes the following proposed change(s):

• Recreated the PR template again because of the eslint issue.
• UTOPIA-1196 disabled add button for all empty comment
• UTOPIA-1197 validate empty text and throws exception
