traffic ops open data

• re-downloaded shapes table to double-check. there are weird shapes.
• implement a particular check for Amtrak using is_simple to see if the line crosses itself. this removes the 40ish bad rows
• add a clipping to USA boundary for stops to make sure stray stops way too far outside of continental US don't get included....but keep the stops that are near US-Mexico and US-Canada border because Amtrak or other buses can serve those cities
• Bug: erroneous shapes going into ca_transit_routes for open data portal  #791

segment speeds

• do the projection back to WGS 84 when prepping data for export with the segments file. doing it later with all the attached rows is clunky and takes a long time
• run this new dataset through metadata workflow and upload a new layer to the enterprise gdb
• May and June 2023 dates use the 10 min cutoff for preprocessing (Research Request - review RT segments speeds preprocessing stages #751)
