Fawkes RCLL Domain Release

This release contains the code base used at RoboCup 2019 in Sydney, Australia.

Major changes include:

• A CLIPS Executive agent for the RCLL
• Software support for the 4 axes gripper controlled with an Arduino
• A new multi-stage approach to conveyor belt detection based on ICP
• Support for the Intel RealSense SR300 with librealsense2
• A laser filter for filtering out static objects
• A CI pipeline with buildkite, based on the Fawkes buildkite pipeline

It is based on Fawkes 1.3.0.
