Problem

I noticed that this repo uses various versions of Alpine Linux

Proposal

Upgrade all instances of Alpine Linux to the latest supported: 3.19.1

We can use golang:alpine3.19 because that pulls in alpine 3.19.1.
We can use alpine3.19 because that's the same as alpine 3.19.1.
