Backport 1/1 commits from #41174.

Outbox/Inbox failures mostly result in query failures, which aren't
severe enough to use the ERROR level. Additionally, some potentially
spammy log messages have been put behind a verbosity check.

Release justification: Category 4 low-risk change to existing
functionality by reducing log message spam.
