Any concerns about any of these software bumps affecting stability for 4.13?

Possibly, yes. But we've already done this bump in main
without issue.

Restarted CI here now that #3414 merged containing a memory bump for CI.
These are the versions that are actually shipping in 4.13, so let's update CI infrastructure to match. This stabilizes Ignition spec 3.4.0,
fcos
spec 1.5.0, andopenshift
spec 4.13.0.Backports #3387 and #3409.
