Motivation
D3b needs an easy way to create a scaffold for terraform code. One of the ways to provide that functionality is to use existing tooling that is installed already on the developer's machines.
Description
This pull request contains changes to the d3b-cli-igor repo, where a new operation is added. The implementation is based on providing a template structure and replacing standard variables with appropriate values.
