When Vite 4.3.0 releases, it should contain a performance improvement that can vastly help our HMR in certain cases from vitejs/vite#12658

Upgrade to that once available. Currently 4.3.0-beta.2 is released, so should be 4.3.0 within the next few weeks hopefully.

Fixes #1209

Pulled the Vite dependency to the root since we use the same version in
any apps like we do with TypeScript
