Proposed Changes:

• beir installs faiss-cpu unpinned, and the last version of faiss seems to have problems with Haystack (fix: Pin faiss-cpu as 1.7.3 seems to have problems #3603)
• There is no way to prevent the installation of faiss-cpu and replace it with faiss-gpu currently for the beir package (fix: remove beir from all-gpu #3669)
• This PR removes the beir extra from the list of extras being installed in the base-gpu Haystack docker image.

How did you test it?

• Manual testing of the images
• Rebuilding the GPU image by hand from the PyTorch base image
• Checking pip logs and beir deoendencies
