I wonder if my change in #66551 fixes this. A simple run passes. Did this fail during stress running?

Yes, it is stress. You can map the name of the job (shown above) to the COMPlus_ variables set using the map in https://github.com/dotnet/runtime/blob/main/src/tests/Common/testenvironment.proj
