[release/8.0] Update Fedora docker image to Fedora 38 #90930

Backport of #90776 to release/8.0

/cc @CarnaViire

Fedora 36 is EOL, replacing it with Fedora 38, which is supported and the only available Fedora image in Prereq repo.

Customer Impact

Running on Fedora 36 (which is EOL) causes failures of System.Net.Quic tests due to missing latest msquic package.

Testing

Verified that all tests (incl. System.Net.Quic tests) in CI on main are passing.

Risk

Test-only (CI-only) change

Test failures are unrelated (known issues, not on Fedora)
