Pull Request Testing

Tested the new use cases to see that they ran successfully and produced the expected output plots
There are 4 new or updated use cases (UserScript_fcstGFS_obsERA_OMI, UserScript_obsERA_obsOnly_OMI, UserScript_obsERA_obsOnly_PhaseDiagram, and UserScript_obsERA_obsOnly_RMM)

Three directories will need to be removed from the tarball s2s/UserScript_fcstGFS_obsERA_PhaseDiagram, s2s/UserScript_fcstGFS_obsERA_RMM, and s2s/UserScript_fcstGFS_obsERA_OMI.

Then, four directories will need to be added, s2s/UserScript_obsERA_obsOnly_PhaseDiagram, s2s/UserScript_fcstGFS_obsERA_OMI, s2s/UserScript_obsERA_obsOnly_OMI, and s2s/UserScript_obsERA_obsOnly_RMM

There are a lot of changes to these use cases. I don't fully understand all of the details of the changes, but the results have been verified by @CPKalb . I made a few minor changes to the branch to set the new use cases to not run every push and updated the quick search links in the use case documentation to match the new format that does not require updates for each release.

Failure of GenEnsProd use case is unrelated and expected. It is due to a new error check added to the MET tool. The use case will be updated and fixed in PR #1275 so it can be ignored here.

I assume the differences in output of s2s use cases is expected due to the changes in the configurations and input data. The develop-ref branch will need to be updated after this PR and #1275.

As noted in the PR template, some data should be removed from the sample data for develop/v4.1 before merging this PR. Review of the next develop branch run should run all of the s2s use cases without error (or something went wrong with the input data).

I approve of this PR and will take the actions mentioned above.
