We've seen some flakiness in the firefox tests that seems to be linked to the new task-based architecture of the Jenkins pipeline. @brianseeders is attempting to address this with PRs like #71038, and reverting that PR would mean reverting several PRs, so I'm just going to disable the firefox functional tests in PRs for the time being.
Operations will still be notified of failures on master and tracked branches (including 7.8/7.x, important as we near feature freeze).
Hopefully we can get a real solution pulled together shortly.
