[ML] Transform functional tests - stabilize feature controls test

Summary

This PR stabilizes the Transform feature controls tests by adding a browser refresh before fetching menu items.

Details

• We regularly see the Transform feature controls tests fail because of an unexpected menu entry (see Failing test: Chrome X-Pack UI Functional Tests.x-pack/test/functional/apps/transform/feature_controls/transform_security·ts - transform feature controls security global all privileges (aka kibana_admin) should not render the "Stack" section #90576)
• This is a temporary stability fix until Management app shows the sections that are not allowed by the current user capabilities #90770 is fixed
