It's really weird to have circular description between
--bump-revisionand--mark-compacted,required if --mark-compactedfor flag--bump-revisionrequired if --bump-revision > 0for flag--mark-compactedActually
--mark-compactedis determined entirely by--bump-revision,So we only need to add the description(restrictions) to flag
--mark-compacted. See also #16029 (comment)
