Fix: Event priority of passive effect phase should not be higher than default #21215

I screwed this up in #21082. Got confused by the < versus > inversion again.

The passive effect phase priority should be the lower of DefaultEventPriority and the render priority. Not the higher one.

Added a regression test. I think the old "SchedulerWithReactIntegration" tests used to cover this indirectly but we didn't have any that were directly about update priority, only about the result of Scheduler.unstable_getCurrentPriorityLevel.

I screwed this up in facebook#21082. Got confused by the < versus > thing again.

The helper functions are annoying, too, because I always forget the
intended order of the arguments. But they're still helpful because when
we refactor the type we only have the change the logic in one place.

Added a regression test.

Confirmed this fixes the bug I was seeing internally.

Will add more tests for other priorities and then merge to unblock.

Ooh, so updates scheduled from passive effects that are being run sync b'c of a sync update will no longer have their nested updates flushed sync? Nice!
